After pavement had been resurfaced our on street bin cannot be opened

Good afternoon,
Our contractors Serco have made contact , there has recently been some footway works on Horsell High Street location below:

The pavement has had tarmac applied, this has been applied around our recycling bin and now it cannot be opened/emptied without damaging the bin.
Please advise how this can be rectified ?
