Pavement resurfacing

Hello, Please can the section from the top at the railway bridge to the bottom where it meets the the other path at a right angle, be resurfaced? The existing path extends from the house fences to the middle of the path. It doesn't extend to the other fence, near the trees. Also there are many sections where the mud has dipped where the tarmac ends. This is a tripping hazard, especially after dark. Please can this section be resurfaced and plants that a protruding out of the fence be cutback? Thank you
